People don't stay silent because they don't care—they're genuinely scared. Fear of becoming the next target, fear of conflict, fear of being labelled and fear of getting the approach wrong. These aren't abstract concerns; they're real anxieties that paralyse people into inaction when they witness misconduct or inappropriate behaviour.

This white paper presents evidence that bystander intervention is a learnable skill, not an innate trait, and that training can more than double intervention rates from 20-30% to 60-70%.

With workplace mental health claims reaching 17,600 in 2023-24—representing 12% of all serious workplace injury claims and a 161% increase since 2013-14—the case for action is urgent. Harassment and workplace bullying now account for 33.2% of all mental stress claims, making it the largest single category of psychological injury in Australian workplaces.

The solution isn't simply raising awareness.
